They’re banned by international law because of how dangerous they are. Using them would break those laws and cause major global backlash.

Every country either agrees or not to ban certain weapons themselves in agreements with other countries. Land mines are readily used in most wars, just look at Ukraine and Russian war and the weapons used today as these are examples of the now. More examples USA has not signed up to the agreement to ban the use of cluster bombs, so they make and have them to use. Russia uses White Phosphorus weapons. etc As far as I'm aware Nutron, Atomic and chems would be the worst, and haven't been used in big scale wars since the Atomic bombings last used in WW2.

Good point, some countries still use these banned weapons, but they're widely condemned for their devastating effects. It's complicated.
