I know these are data only based apps. If I am traveling with my family in another country, how do I call or text them if we are separated within the same city? Can I call or text via Google Voice or WhatsApp?

WhatsApp messaging works on wifi or data (if you set it up that way), and we often use WhatsApp to contact each other as well as local businesses in many countries. We use Google Voice as well to receive messages, though I think Google would charge you for international calls while abroad.
