Federal buildings are different from state/city public buildings due to separations of State and Federal statues. Federal Probation are different from County Probation and requires stricter rules for people to be seen. Even though these Cops and Security guards don't know if such laws exist; I recall there are a few statues that supports to ID yourself before entering a Federal building. If you think you are going to be walking into the *White House to see the President* then you're getting ID and most likely going to get shot. To go pass through the checkpoint meant that you are conducting *Official* business to meet a intended subject. To go beyond the public entrance doesn't doesn't warrant being able to access freely walking around like a museum. They called it a *Public Entrance* to showcase where the public citizens can only enter. To reasonably ID a person to enter a Federal Building that holds sensitive information as well as sensitive areas; that is subjected to interpretations. As well as the law stands; there is a difference from case law, constitutional rights, and as well as city/local/state ordinances. As much as the constitution says about the 4th amendment; if someone thinks a government agency had unreasonable policies or ordinances then you will have to contest it in court. This audit ain't holding much ground since the Feds got discretionary power to limit access for certain people because of different government bodies. Whether these Security Guards respect the Constitution will be up to the Government Agencies handling the daily operations of the building. Only way to figure out if this audit is legitimate is to *sue the Government agency* in this building and to see if a Federal Judge deemed it reasonably appropriate.

The Fed only cares about their empire in SF.

He was very aggressive saying I could block traffic in the middle of the night. I pulled out of traffic to ask my question and he looked like he was ready to pull his gun on me. Maybe he hated standing in the middle of nowhere, maybe he had argued with his wife, and maybe he was holding a big fart, but he truly wasn't gonna let me ask a simple question.

We have not lost our Constitutional rights. You have given them up the second you claimed the lowly, second class, voluntary servitude status of a citizen that is subject to the jurisdiction thereof the United States under the 14th amendment.

Unfortunately, Turner v. Driver was in Texas which is a different jurisdiction than San Francisco. It needs to be repeated in eleven other circuits. The risk is that our seriously corrupt Supreme Court could overrule it from any of those federal courts and set the standard across the country regardless what all the federal courts rule.

I've been a paralegal for several years, plus hold a Bachelor's in Political Science...and have visited a number of courthouses during my paralegal career. I've never been asked to identify myself prior to entering. Funny enough, I was AT this exact building two months ago...they never asked me for ID.

Private properties can have whatever policies they want, but public buildings must follow their laws and screw their ‘policies’.

Even in the worst case - a Non-public Forum - the government MAY make a speech restriction on content, as long as the restriction is reasonable and does not discriminate based on the speaker's viewpoint. Sure, courts have long recognized this. They ONLY have anything to do with Free Speech. They do NOT have anything to do with the other tenets of the 1st Amendment or to do with any of the other Amendments. He can still enter that building (at least the publicly accessible areas of it). He can do it without giving up his identification. He can do it while recording. Security measures have been implemented, of course. Those measures do NOT include violating a person's right, that courts have also long recognized, in order to achieve that security. They get to prevent us going into Restricted and Secured areas. They get to stop us breaking any laws. They get to shoot us forty-seven times if we act like a crazed attacker about to kill all the employees. But that's it. They do NOT get to ID us just to walk in the front door that is publicly accessible. They do NOT get to make us stop recording if we remain in the publicly accessible spaces. Yes, even in a Non-public Forum. That doesn't mean it's not public. That means it's not a forum for speech that is public. Perhaps you should get a clue before you spout off about how clueless other people are, so you don't look like an idiot.

I did some research on California law. You're only required to provide ID if your name is on a warrant, but you're still going to be arrested anyway if you refuse and have to provide a legal defense in court.

They are federal agents, they aren’t police officers per se, they have powers of arrest and the authority and use the words “police” but are agents of the federal govt. California and a few other states recognize them as peace officers, and can exercise the states authority, but they aren’t obligated to follow the state penal codes or state law. Federal law always trumps state law..

Remember police will lie. Supreme Court has ruled that even under the most lax restrictions, law enforcement must have reasonable articulable suspicion of a crime in order to demand identification. In some states you have to have been under arrest for them to demand id. Now they can ask all they want, doesn't mean you are legally obligated to provide it. And if you don't have witnesses and/or a camera, and are willing to get locked up or worse to assert your rights, you can stand up to them and refuse. And if you can get a good lawyer, sue them after the fact. They say you can beat the charge but not the ride, which is only partly true, but true enough to exercise caution in making decisions on where ypu are going to draw your line in the sand as it were.
