maybe it's the fact that they're drawing so much water out of it that it takes an abnormally wet year to fill it back up.

Take a step back and see the bigger picture, one good wet year does not make up for Decades of drought, especially when development has exponentially increased. Reservoirs are full but our aquifers are still haven't recharged. A lot of our reservoirs haven't been this full in over 40 years, so the Integrity of the dams is probably something that might need to be considered.

​@@BrendenWhitelaw you are correct but our entire country is dependent on exponential growth, even stagnation will push us to economic collapse. It's a lose-lose scenario. People will not take kindly to being told not to have babies, a good portion of America considers it an immoral choice not to have children. Mentioning Population control is political suicide so it won't be brought up. Temporary fix would be to limit how many people can live in an area due to resource restrictions however any planning of that nature will be seen as communism and people will fight against regardless if it makes sense or not

Build Sites, but it is not enough! Do this also: There is 11 times more water in The Columbia River. IT is easy to move 1 or 2 "Colorado Rivers", down to Red Bluff. No pumps are needed! CA`s water problem are fixed forever!!!

The problem is people are greedy. They see one wet your leg this and they think gives them an excuse to excessively water their lawns, grow agricultural operations, increased development, and have more children. Most people are very short-sighted.

Letting a reservoir rise to spill level is not a good thing. When it is at spill capacity the operator no longer has control. Mother Nature is in charge.

Yeah but isn't this reservoir one with a passive spill-way? If yes, then what can be done about it? An active spill-way seems like it would be required for avoiding reaching capacity.
