The fact that the term partisan never appears once annoys me quite a bit, this is not a generic song for "heroes" this a song about a very specific people that fought a very specific battle.

Don’t worry this is a fan translation and very new from the sound of it, the real ones from the 70s are either half German half Italian or full German and use the word Partisanen/Genossen and More. They were made in socialist Germany, this one sounds West German, so they do not use socialist/revolutionary terminology.

sometimes it is associated with communism, communists use the song in their rallies, but i think the song is just about the resistance to the occupants.
