He's always been a one time encounter, even in oblivion's shivering isles expansion where he's the focal point. He's a daedra or now a mortal turned daedra as he's the main character from oblivion who took over as Sheogorath after he broke his curse and the original could go and be Jggalyth the Daedric prince of order once again. they have their bit of fun with the mortals and go on their way. Usually anyway.

In ESO is a recurring supporting character)comic relief. He stole daedric artifacts from other princes like Volendrung and handed them out to ignorant mortals in the Alliance War for fun. He is the central "antagonist" of the Mages Guild questline, and appears in a few world quests, once disguised as a small cat in a purple suit called the Skooma Cat.

Siôn Topps you know that Sheogorath in Skyrim is actually the Hero from oblivion. He took the mantle after freeing the original sheogorath from his curse and allowing him to take his true form as Jagglyth the daedric prince of order. Sheogorath in Skyrim hints at it a few times like mentioning having been there for the oblivion crisis and Martin becoming a avatar of Akatosh, that the name was passed down from himself(original Sheogorath) to him(the Hero of Kvatch)

Actually, it's Sheogorath you should pity. He's repeating that cursed Greymarch cycle every millennia. We didn't save Jyggalag, or Sheogorath. According to the lore, Jyggalag always believes himself free, but the second after he's back with Sheogorath, and the cycle is repeated all over again. The Hero saved the day, but only for a thousand years. It's inevitable.
