Smart motorways are a very divisive topic: some people believe they are dangerous. Here is an example of where the smart motorway has worked really well, which of course, requires everyone to be alert and follow the rules.
It's a good example Richard, but of course the real test, would have been, at the point the car broke down, was is it in a live lane, or had it managed to get to an ERA.
I think if it had already reached an emergency refuge area, then National Highways would not have towed it: they would have arranged for the driver's own breakdown company to attend.

The crux of my point was that most drivers complaints about smart motorways, are not particularly about variable speed limits, but the lack of hard shoulder. Hence my convern about, how well did the smart motorway cope, at the point that the car broke down in a live lane. It could have been very scary for the stranded motorist.
