There were Arab empires, but they were centred in Syria (Umayyads) and Iraq (Abbasids). They don't seem to be very Islamic before Abd El Malik, who had an Arabisation initiative, late 7C not 630s, and needed his own religion to be entirely free of Byzantine power, to legitimize himself, in public appearance. But when you think it's Mecca, Hijaz, it would actually be talking about a different location, that's the argument. There was a spring in Mecca, Hijaz, but that would not sustain a large population. As in you need a good supply of water, not just to drink, but to irrigate land to plant crops. The Hijaz location is also no good for rock dwellings and caves, as in the alleged Hira site is just a cleft in the rock. Now of rock dwellings, maybe some old locations that were citties/towns in northern Arabia would work, even maybe some areas in Yemen are like that.
