7:38 Actually bleaching/coloring your hair in Japan, where conformity is highly valued, is a deviant behavior (at least in my limited knowledge). That's one reason why thug guys in anime/manga are very often shown with blond hair. It's only "cute" with gyarus, but even then it is often assumed (even if not true) that they are sexually promiscuous.
In the manga Oushi also mentions Itsuomi’s hand tattoo and says “they don’t leave a good impression in Japan,” so yeah, just from appearance alone Itsuomi doesn’t leave a good impression on the average Japanese person.
Oushi was always a Downer Debbie, and it's his fault that he never tried to get any closer to Yuki. Childhood Friends often suffer from being close for so long that they can't be closer. Often this is because they either WANT to get closer and are afraid of losing what they have OR that they are satisfied with what they have until suddenly it is eclipsed by stronger feelings in the other friend (and it is too late). The later may be what happened here.
