I mean u could play it if you have a device with pocket edition, this is gonna get nerdy but if he makes it a downloadable map and u download it on pocket edition (or ur friend does) then u can join the pocket edition in the world which is the rocket league map again only if he makes it downloadable

Command blocks are basically a query line that will execute one of the many ingame commands. You can use them to program the game extensively, and to explore scenarios that would otherwise be exhausting to setup or recreate. SethBling is an OG youtuber who was making computers in minecraft before command blocks were a thing, he'll have many videos on them.
