Turles is around 140000 in power level while final form frieza is beyond that.. Turles keeps getting stronger only because he abuses zenkai boost with that the fruit. You can say Turles can mop Saiyan saga vegeta ozooru form, raditz, and nappa .. all together, but cant take down frieza.. It is even stated in by Akira [may he rest in peace].. That Turles is part of frieza force and went rogue on him. He was hoping to recruit Goku and get the saiyans together, then he himself use the fruit to get strong enough to take down frieza with his krusher korps squadron.

I want this part to be more to keep the voicing of goku accurate to the realistic timeline, Funimation Dub Goku in my mind is at Buu Saga, when he is in his 40's.
