Yes, much more a consumer grade tool than for the professional. Still, a worthwhile tool in my opinion. The few I've seen were sold as sets, with sockets and an extension.
I believe you're probably thinking of the thumb wheel ratchets, those were made for Craftsman, master mechanic, Husky, Blackhawk, and Stanley pro. those are the ones that can have a sketchy COO.
