Doing exactly what any newbie ensign would do, including using the correct title for his captain. Janeway was amused, undoubtedly because she had done the exact same thing herself, years before. And, given that she had not informed him of her preference for "Captain" (or "ma'am" in a crunch), she would not have expected him to call her anything else. And yes, he should have been at least a full lieutenant (as in ○○ on his collar) by series' end. That was incompetent writing.
@@oddish4352 yeah they got promoted but as time went on we found out that there was no room for kim to be promoted, didn't janeway said something similar like that herself?
