Data had to overcome a lack of emotion, whereas the EMH had to overcome an entirely different problem - he had feelings, they were just ignored. Two totally different characters, just because they're both "artificial" and had some similarity in their quest for equality, the dynamic was totally different. No idea what you're on about.
Latent Image always stood out as an amazing episode. The idea the Doctor has an emotional breakdown over an impossible choice. He had come so far along his evolution of growth but suddenly he has to deal with downside of having feelings and attachments.
I always wondered after the Videan hologram and the Cardassian hologram had both been to Sick Bay, why the Doctor couldn’t split his program between two patients. That just sounds like a good programming idea.

Ah, "Latent Image" is one of my favorite VOY episodes. Picardo's acting is amazing in that one. Well, it always is, but the depth that he added and how he expressed the anxiety in his mind over the Doctor's decision really developed the character. You could really feel his confusion. I love it.
