The Jedi and the Republic at their absolute height. Legends became the "oral history" where details changed in the telling, while the "canon" is the official story. It allows them to take elements and plotlines from Legends (like background details or storylines like 'Heir to the Empire') while not being beholden to the continuity of Legends. If you want to get technical, everything Legends can be treated as true UNLESS or until it conflicts with something canon. That was the compromise that was made when the fandom threatened revolt over the idea of throwing 30 years of stories out the airlock. Keeping the timelines straight can certainly be difficult, but it allows for those who want to explore that history to feel safe to do so, while those who want to stick to just new material are alright, too.
