This is a complicated topic. Many things play a role. Note each point overlaps with or includes the previous one. Spoiler: If the unit can compete with the marine it is at least decent for the state of the match. The easiest start is good early game units (GEGU) have good mobility making them good harassment units and offering map control. Early speedlings reign surpreme, they would be the first to exploit maps missing the small ramp at main bases. GEGU work well in harassing the opponent's mineral line, without being a big investment like dark templars, like two adepts one-shotting a worker or iirc three hellions doing the same, similiar for oracle, widow mine and banshee, marines + medivac, a group of speedlings in your base super early on is a nightmare. GEGU work well in smaller to medium numbers and are easily produced before some tech is massed by the opponent which outclasses them meaning they can actually fight right now; like any form of gateway units in timing attacks and before stimpack, massed roaches, marine + marauder, reapers, hellions to some degree. Once big economies or a critical tech comes into play these good early game units start falling off. Good late game units (GLGU) scale well in upgrades and supply cost. Attack & defense upgrades are impactful and they have the range to make them count. +1 attack on stimmed marines with an attack cooldown of ~0.4s and range 6 just massively outclasses +1 attack on 1.34s cd with range 6 for stalkers or +2 attack on 1.43s cd with range 4 for roaches. Upgrades are a convoluted topic in itself given the values are somewhat arbitary and the existance of bonus damage against unity types. Generally speaking the faster the attack speed the better the scaling. To keep this short, and because I cannot be bothered by the math right now, I will neglect defense upgrades here. GLGU are supply efficient. Marines cost only one supply instead of two for stalkers, adepts and roaches. You get far more damage on the field with two marines than one of the other three especially with upgrades. Hydralisks are somewhat comparable to marines but a lot more expensive while also lacking the combat healing marines receive from medivacs. Projectile speed is also a factor for overkill and micro to mitigate incoming damage. Stalkers, adepts, marauders, roaches, hydras, they all have a traveling projectile meaning they will sometimes lose damage due to overkill even though the game tries to prevent this; another instance where range is important. They will also die while their projectile is moving. Now marines do not have a projectile. Their damage is dealt immediately and at a faster rate while being able to fit more supply in a smaller space. This makes the marine the best unit in the game. It is great early, and great late in the game, great in low economy/scrappy situations and the game has to be balanced around it. Which brings me to my last point. GLGU work well either alone or together allowing them to deal with anything the opponent can muster or are straight up a hard counter to what the opponent is doing. Old broodlord + infestor in Wings of Liberty comes to mind or mono knights/paladins in AoE2 or you just run MMM in any Terran matchup. Now, what makes a bad (late game) unit? The short answer is cost and build time while offering too little staying power for their gimmick. The long answer will be mildly philosophical and could be considered a rant. In SC2 I would argue it is the way the economy functions, how fast it explodes, where it caps out, the resulting amount of damage on the screen it provides and the implications on playstyles. Big units like battlecruisers, carriers and ultralisks suck because this game just does not allow them to function. There is simply too much damage on the field already and too many gimmicks readily available to even be useful as a distraction carnifex allowing other units to do anything elsewhere. Take a look at game 2 of this here series. There is some harassment, a little economic damage - nothing major. Then 9 minutes into the game, when the first real battle happens, one player is almost maxed out with the other well on his way there as well. This is complete insanity. Compare this to any other macro-oriented RTS like Age of Empires and its offshoots, Total Annihilation and its offshoots, or even action/micro-oriented RTS like Command and Conquer series, Dawn of War series, Company of Heroes 1+2, Warcraft 3, Grey goo, or anything else really. None max out this rapidly especially with this little interaction between the players. This means individual units are not worth that much, mobility becomes less important too quickly in a way, and you are better off building something that is massable and can fight or provides some extreme advantage beyond simple high DPS because this is what battlecruisers and carriers are, but, unfortunately, this high DPS is already in play in the form of economy enabling maxed out armies way too early into the game. Hence these units are not only redundant but obsolete. More practically though, a good SC2 unit is one that can compete with the marine which maybe two units can on their own - the siege tank and the lurker, both of which are quite stationary.

Funny thing with these protoss all-ins is they're relatively manageable. But once you send there 1-2 Immortals, the opponent has got a big problem. P.S.: Zdar! 😂
