I thought about this too. If you are out of phase with everything, then only air you could breathe would be one you brought with you. Everything else would be like vacuum.
It’s because phase shifting has a polarization to it. You’re only out of phase to vertical surfaces or those within a fairly large degree from 90 degrees, say 3 - 177 degrees. Horizontal surfaces like floors, ground and stairs are not affected by the phase shift. Gravity is also not affected so you don’t get pulled down or float away.

The solution is simple: The person was standing; *touching the floor with their feets and clothes with body*, as a result the person's phase is still affected normally by those items.
That doesn't work, but it's a nice try. If the bottoms of their feet are still in phase with their boots, and their boots are still in phase with the floor, their footfalls could be heard.
@@promeym2587 Their footfalls can be heard, but the vibrations they cause are out of phase, and therefore can only be heard by those who are likewise out of phase.
If the ground is out of phase because you stand on it, then so should be the walls that are on the ground as well. Basically everything is connected with the ground at some point unless it flies and thus everything will be in the same phase and you can't pass through anything.
Maybe the ground is both. I could get that when you're running outside, but anything man-made (or alien-made) would have the same phase-align-thingy for floors and walls
