I really enjoyed the views of the steam locomotive servicing, maintenance shops and men. These all disappeared in the 1950's in America when diesels took over. I've worked in a steam shop at a railroad museum near me. It's hard, dirty work and requires lots of skills.
They are roma(gipsy) people stealing the coal and later selling it by bags, it's a source of income for them, but you have other non roma bosnians selling it this way, just they don't steal it from the train, they sift thru the piles of waste material around the mines and picking the coal pieces from the dirt and rocks, the life is hard there for some people with no jobs and no education.
