What I gather from this is that both of them are drugged AND drunk and are arguing about how Skinner ruined a roast instead of making the steamed clams he promised. And to add to it, Chalmers is not convinced that the phrase steamed hams is even a thing. Then Chalmers randomly finds the secret Krusty Burgers in Skinner's kitchen and it all goes to heck.

0:04 - 3 days later, after the whole Steamed Hams incident, Chalmers decided to return to Skinner´s house, to settle the argument about the phrase Steamed Hams, that he never heard anyone use. And he just right away started the argument again as soon as Skinner opened for him. LOL
I’m surprised how much the Steamed Hams meme has stuck. But oh-ho-ho-ho-ho, I’d be lying if I said I don’t love how it sticks around cause it can be very funny. Oh, and Scotty… you steamed a good ham and made me laugh my ass off with this one!
