It's funny how, during the last 15 seconds, everyone was implicated in the backlash when it actually seems to be only a minority backlash. This is also long enough after the story broke that, if the agency wanted to (apparently it doesn't), the report could include a more accurate assessment of this "backlash" instead of wishful speculation on it as a report immediately after the story broke would have had.
