When it comes to moisturizing. Should I put oil on then spray with water? Or water then oil? or mix oil with water?

I'm starting my journey now the question I want to ask is is it best to start off with coils or 2 strand twist ? I have my hair parted in a 2 strand twist it's only been 3 days so if I need to get coils I still can unravel them I have a nice length of hair I didn't start from the scalp I have like 4 inches of hair the length now is above my eyebrows it isn't a instant loc . I really want mines to come out like bro in the video as far as looks i know everyone's hair texture is different my hair has a naturally curl I'm not tender headed and my ethnicity is black
