The whole state of Texas isn’t connected to the power grid like the rest of the states in the USA, you guys are on your own. If the state of Texas was connected to the power grid then power could be transferred to your state. That is the reason why you guys go through this when ever there is a heat wave, hurricane, cold weather, etc. The question should be , Why is that ?

Glad your sister and her family were ok. If they are putting in an insurance claim for their fence, they might as well put in a claim for the food that they lost. The same thing happened to us. I'd gone grocery shopping and my upright freezer was stocked as well (with meat at that)! We had to file a claim for damage to our property and the agent asked if we lost food due to the power being out. I was able to be reimbursed $600 for the loss.

You'd be surprised how unprepared states are for real emergencies. I was a part of the Maui wildfires last August and it actually wasn't even the brushfire that messed up the city. It was the fact that the wind was so strong that our power-lines fell like dominos. We live on a damn island. A hurricane could pop up at any moment and our power-lines can't even withstand some wind??? That's crazy. The powerlines coming down crushed homes, people, vehicles, AND started more fires. It's going to take years to recover.

There are still areas without lights. I live in one of those areas but fortunately the internet is up and I didn't have to suffer like my neighbors because I have a generator that has been running since the lights first went out. I couldn't imagine going all these days with no air conditioning.
