The main reason is keep people out of jail long term to cycle them in short term and just get court costs and fines (our state is in debt). A second piece is because The TVA HCA and VU own the CCA prison system and funnel money between each other (they all have HQ across the state of TN). Combined with kick backs to the judges and annual increase to police budgets, the system is incentivized here to let people go. Just get the costs and fees
