It literally was stated by OPM creator what if Saitama didn't stopped the beam (or blast didn't interfere) it would blown up the whole planet (at least it's upper parts) and destroy the humanity. So Boros is at least God lever threat. There only 5 people who can defeat him: Saitama, blast, god, king and mosquito. (Not count cosmic garou cuz cosmic garou just using power giften by God)

Blast was holding his own against Cosmic Garou and then Garou saw fit to copy Blast's powers. Blast is probably beating Boros. All of his energy attacks just get teleported away.
