you are likely causing the tungsten to oxidize with he water exhaust of the torch, then the tungsten oxide is melting and sublimating. this explains the toothpick shape, because only the surface is oxidized. if you were melting the tungsten itself, it woulf melt more from top to bottom instead from the outside to the inside. also you would melt the tungsten in the first place instead of sublimating it.
This is very cool to see, but tungsten does not sublimate. It has a melting point of 3422 celsius and boiling point of 5930 celsius. A little research told me that the max reported HHO flame temperatures are in the range 2660-3400 celsius or thereabouts. This then means that it is just about melting the tungsten, which can be seen in the video about a third of the way down the rod, where the melted tungsten has solidified. The only times sublimation of tungsten are claimed, there are allegedly flames reaching over double the maximum HHo temperature. Though I'm not sure how they would have measured that, seeing as at that level, any proble placed in front of the flame would immediately melt.
Well the tungsten is mostly oxidizing, but it's not true to say it does not sublimate. All solids can sublimate. The solid does not need to be at its boiling or melting point to vaporize. The boiling or sublimation point is simply the point at which the vapor pressure of the substance is equal to the atmospheric pressure. At that point, you can't warm it further. But below that point, vaporization still occurs. The same is true of water ice. If you look at ice on the ground in winter, you'll notice it slowly disappears, despite the temperature remaining below the melting point. This is sublimation of the water ice!

HHO does not exist as a gas, one theory that explains the tempatures reached is that "exotic vacuum objects" EVO's are being created, not HHO. If you measure the temperature of the flame of this type of torch, it is only 279 degrees C It seems as if the plasma reacts only to metals, so I'm not sure it would react with aluminiumoxide, but it might. One theory to explain what is happening is that instead of making hydrogen and oxygen gas you are making "Exotic Vacuum Particles" or EVO's which were first discovered by Ken Shoulders.

HHO-generator, that electrolyses water H₂O, a somewhat inert liquid to HHO gas, flammable with very high combustion temperature. This HHO-bubbler breaks water down to it's primary components, which can be burned again at the torch head.
The tungsten was reacting with oxygen from the air. Some of it must have been sublimating too, though that sublimated tungsten must have immediately turned into tungsten oxide.
