Enemies were more of a Mario Maker thing, but agreed. The first time it happened it never reached the states because it was too diabolically difficult (Super Mario Brothers 2 Japan/SMB The Lost Levels)
Can not figure out how to play blocks that say “ play at any time”. Do you use them in addition to your turn?, like two turns at once? Why would I save a “move up a level” for later when that’s what you do anyway.
I own King Up (old reprint of King Me) - does this replace it? Do the power ups make it better? It seems you have less "No" vote cards in this one if I remember correctly
In short, I hope you find a strategy to get around this issue. You could try pushing whoever is in the lead to the top and always voting yes no matter what until they realize they need to use their no votes or the game will end very quickly and without hardly any interaction, but there's a random chance you hand someone the game. Sometimes you'll hand yourself the game. You could also place any pieces not appearing on your card as low as possible until you have to place one of your own, then go as high as possible with it.
