Russia lost the cold war. They didn't exactly have the best scientists. Innovation happens at a much more rapid pace in a capitalist economy due to the profit incentive.

Don't listen to that commenter, a bunch of Russian scientists just moved to the US or somewhere else, so Russian scientists aren't just gun makers, there's tons of information on the internet. And also there is another side to this, a lot of people just got poor and many scientists lived in poverty or drank, because then there was nothing to work with like in the USSR, all the Soviet stuff started to be sold to Europe by gangsters. For example at Avtovaz there were great designers and engineers who could make cars at least as good as Japanese ones in the 90s. But in the end all they did at the factories was create easy contraband for the gangsters, because then there were wars by ordinary street gangsters for the factories. Either the bandits ran some strange schemes and sold equipment or something else and got money that way. It's funny to see his comment where he says that there were bad scientists in the USSR. In the USSR there were the best scientists in the world, scientists were encouraged to do a lot of things, but when the Soviet Union collapsed, the whole system collapsed and scientists had to adapt somehow, and there were simply no companies.
