Islamic governance has been established. Ppl are told on verse to refrain from doing what is immoral based on God ruling and on verse 29 Prophet PBUH is ordered to implement law of God on all. If they ( nonbelievers don’t refraining from immoral things they are to be fought, they have to join the army or pay jizya ( military men age only ) and keep their faith, they don’t have to take part in wars with Muslims and they will be under protection of Muslims!
