Fugaku has, in fact, no feats shown, so he's underrated heavily, but he's actually on the same tier as minato, imho. Minato and Fukagu are the only shinobi stated to have been marked with a no-engagement order by konoha's enemies during the great shinobi war. We know why the "yellow flash" was so feared, but we don't know the specifics behind why fukagu was just as feared; we only know that his nickname was "wicked eye" fukagu My personal theory is that fugaku's mastery of the sharingan was so proficient that when he was present on battlefields, he was able to trick his enemies to strike and kill each other, thereby causing major friendly fire and chaos among the enemy ranks. So, just as minato by himself can take out a battalion with just his teleportion jutsu, fugaku would also be able to deal with an entire battalion by himself, albeit through different means. The more surrounded by the enemy fugaku is, the more pawns he would have to use as he deemed fit. This mastery of the sharingan would not only make fugaku's enemies hesitate to engage him but also make fukagu infamous, and even make his presence ominous or "wicked" as he would essentially be making his foes kill their own long time comrades and companions. (This would also make fukagu stand out even more as an uchiha since jumping/ganging up on an individual is one of the stragedies specifically used against the uchiha and their sharingan.) Therefore, while Minato is out there killing his enemies quickly and merciful, fukagu is causing much heartbreak/anguish as he is defeating his enemies. This style of fighting of fukagu's would cause fear not just in his enemies but even in his own konoha allies as they would witness the mayhem fugaku, and by extension, the uchiha clan as well, is capable of creating. Adding to the fear that konoha already felt against the uchiha and their sharingan. But that's just my headcanon of why he was called wicked eye fugaku. Also, it makes more narrative and thematic coherence if the fathers of sasuke and Naruto respectively were on the same tier, but while Minato was praised and accepted by konoha, fukagu instead was feared and shunned. They're also each called generational genuis, meaning talent like theirs only appear once every generation or so. They're also considered sannin level, but tbh they're both above sannin. In all likelihood, a battle between these two would lead to a double ko or draw.
Yeah I just don't feel comfortable calling them equal just cause one character stated he was as talented as Minato, in a Novel. Scaling Fugaku above even Sannin level just seems baseless.
