Syracuse Police Chief Kenton Buckner talks about the arrest of Shaolin Moore, 23, on May 31, 2019, on the city's Near West Side. The confrontation, which began as a loud-music traffic stop, was partially captured on video by Moore’s passenger, igniting a firestorm of controversy. It was also captured by a police body camera.
Buckner said the officers did not commit excessive force in the arrest of Moore over loud music, but did violate a policy on professionalism by using vulgar language and other commentary.

Right? I'm 17 (not that it matters but I am white). I have been verbally abused by cops and thats happened to me as well. I was doing nothing wrong. I simply explained to them what was going on (some lady called the cops because I was on my skateboard). But as I tried explaining, the officer continued to interrupt me, was being very rude and kept saying "Shut the fucc up. I didn't ask you."

@@MF-LXRD incorrect. You do have the right to resist an unlawful command. He was pulled for loud music, not driving recklessly or brandishing a weapon. HIS VOLUME WAS TOO HIGH! What was lawful about immediately and rudely telling a person with loud music to step out of the vehicle?? Music isn't an arrestable offense.

do you not know the law. officers must always state why ! prior to a lawful order. and failure to comply is a secondary offence and can only be implemented after the infraction is stated clearly and understood so one can comply. Not just get out of the car.. people have a right to no to police after a supervisor is requested the stop is in past particle (frozen - no action) till a supervisor shows up and explains why then comply or be arrested. This is the law so you cant suspect a person of a crime without an actual crime .. using a minor offence to tag people in the system is unethical and you are not suppose to do drive through .. 5 min or its free .. law enforcement... . This is not bad training ... this was taught ..Disappointed

This is complete bullshit. There no reason to pull someone out the car for music. Thats what the ticket is for. If the officer already gave a ticket there was no reason to ask the man to step out, he should have been allowed to drive off like everyone else who receives ticket. Then he would have had to appear in court anyway to either pay it or talk to the judge, the stop could have been so easy if the officers didn't escalate the situation. Part of their job is de-escalate situations but all these police chiefs seem to forget that part. The order was not lawful because he wasnt doing anything illegal their use of force and arrest were unlawful and the cop should be fired.

Why is it that when anyone else get arrested or being investigated there are no confidentiality laws (unless it's a minor)?! The person arrested name, address, photo and criminal history is out there for the world to see, but when it's the police everything is confidential. Law enforcement have their priorities screwed up, instead of being focused on serving & protecting citizens they're too focused on serving & protecting each other. In my field it's all about the families we serve and I take it very seriously & I take it personally when anyone in my field do anything unethical, disrespectful because it makes everyone in the field look bad plus the community trusts us.

I can’t believe that people don’t ask the question of why the officer asked the driver to exit the car. Was the request appropriate for the circumstance? That is the entire reason for the driver to decline leaving the vehicle. This is racial profiling.

if you want to (or pretend to) be a gangster, be prepared to have visits from law enforcement officers--especially in high crime areas like where this stop took place. illegal vehicle tint & loud music from vehicle were just two easy infractions i noticed from both videos. last time i checked, when a police officer has a peaceful request like "please exit your vehicle", you do what you're told by the man holding the firearm (and who happens to be trying to uphold the law). it's when you don't comply that things escalate and get out of control quickly. if you think you didn't get a fair shake from a LEO, that's what the court is for.

Jonathan Lindhome if an officer asks a black man to “please exit his vehicle” for a minor, non-violet offense, it is not peaceful. They are profiling and looking for something worse.

there are a couple of reasons he could have been asking 1) safety for the officer (from traffic) 2) there was some assumption the suspect had a warrant (i don't think this is the case here) 3)stop him from leaving (again I don't see a reason for this either). In a traffic stop, a police officer can have you exit the car at anytime Driver or passenger.

@@mallman23 The only reason you gave for the officer asking the driver to exit the vehicle that you yourself didn't discredit was for the safety of the officer from oncoming traffic. If that were the case, since the officer is towards traffic, why would he want the car door opened so he would have to back up closer into traffic and also put the driver in danger as well?

i would have just got out the car, get my ticket, and fight it in court, first thing i would do is ask the judge can i ask a question so i know what i read was true, i would ask if the decimal meter is used to measure sound how by distance and waves how was this officer able to tell if my music was too loud. If a plane fly over does it get ticketed. i done this before the judge paused and said case dismissed.

I just feel if the officer stated a reason for why then the situation wouldn’t have escalated more although he still didn’t need to get out a reason for why the officer wanted that to happen would make the process easier. Also look at the plea deals the DA wants to give him one wants to give him 3 years of probation if he apologizes for trying to deface the cops

If you have nothing to hide, it’s over in a heartbeat. Then express your complaint in an appropriate way and keep in mind: No one’s perfect.
