Nebilim's AI is pretty easy to manipulate. If you aren't close, she'll almost always run into a certain range and spellcast.
Except when she decides to just run straight into you, like she did at 0:23...
The fight begins by using Overlimit to cancel her Mystic Cage. I also start Enhance Cast briefly here as a small Spell Storage optimization. It makes Enhance Cast finish faster next time I use it.
Her next Mystic begins when she's around 1mill HP. If you can get a proper setup to put her in hitstun and cast Force Field, you can avoid this damage. I had a hard time getting this set up consistently, so I just take the damage. Big Bang can't kill anyways. During Big Bang I use an FoF cancel glitch that allows me to spam Nocturnal Light while standing on an Earth FoF.
After this, she usually uses Meteor Storm soon after. You can dodge it by standing on either outer edge of the screen. I use this time to refresh Enhance Cast.
The next Mystic happens at around 800k HP, so I need to be careful while lowering her HP near there. It's an easy MA to dodge, but if I get careless I can get stuck in a casting animation as it goes off.
The next Mystic seems to be around 700k, but I'm not entirely sure on this one. As she's dropping below 700k, I try to set up a big combo by using Flamme and Overlimit to guarantee a combo.
With the combo damage any Mystic Arte, I can actually skip multiple Mystic Artes.
Next, she uses Time Stop which can be a real problem depending on which spell she decides to use afterwards. By creating distance from her while Time Stop is casting, you can run out of most spells as soon as you can move. I did have some situations where I just couldn't dodge in time. Which is a real shame, because if I get hit by any spell it's likely a run ender.
We skipped a lot of her Mystic Artes, but unfortunately Indignation is still able to go off. This is the reason why I can't afford to take damage from anything else that can kill during this fight.
Angel's Tear (or I suppose a lucky Resurrect) AD skill allows a free revive, and is most likely the only way to deal with Indignation. Nullify could also probably avoid this damage, but that again relies on luck.
Next up is Big Bang again, and I manage to get a combo going off of it. After that is another Meteor Storm, into Time Stop. I panicked a bit with free run, since I'm not used to dealing with Infernal Prison out of Time Stop. Luckily I was able to correct it in time though.
Next, she uses Fortunes Ark which luckily also cannot kill. I honestly have no idea what Mystic Arte she'd use next, and I wasn't about to find out. I use one last Mystic Arte to finish her off as soon as my Overlimit is full.
