Correction: The red is not for Raphael specifically, but for all the turtles since the sneakers are making homage to the TNMT comics (not cartoon) in which all the turtles wear the same red colored bandana (red)... The multiple colored bandanas were an introduction for the cartoon since the producers thought that it was easier for kids to differentiate the turtles from each other in a visual way.
They fit like a one to one fit if you like your pinky toe to be on the front of your shoes it’s true to size I have a wide foot for true to size feels to tight they really don’t stretch out so keep that in mind
I'm usually a 9-1/2 or 10 in size for sneakers, and for this particular superstar edition, the 9-1/2 fitted perfectly to my foot, so yes, they seem to be true to size!

Shit I grew up watching TMNT like all my life and never knew the bandanas were all red because I never read the comic books like most others didn’t. I guess my fault we are not as knowledgeable as you when it comes to these Turtles. ASSHOLE!!!
