completely new to this drama, from my perspective this could easily get lost in translation. Me personally, the "just 3 strikes and the channel is terminated. GG" could sound like sarcasm, especially if he was defending him before this message. Meaning something like, "Go ahead and try." But I will wholeheartedly agree that it can also sound spiteful. Meaning something like, "Do it, only takes 3 strikes anyway." Regardless, I don't speak Portuguese, so its difficult to provide input on this, especially since comment above says the translation is off.

So it is not 100% clear what is illegal and not when interacting with international corporations and let’s be honest people don’t read the terms and conditions and determine whether that is not appropriate or not and most people end up assuming that the laws of their country are what they have to follow.

The GG can be interpreted a lot of ways here in brazil. GG can be interpreted as "It's done", "That's it" as in "That's the end of the topic". So it also makes sense in the context that he said he wanted people to stop talking about it. If it's actually his intent we will never know.

I've used Google translate (the photo mode, the voice mode, and just the usual mode) in areas where no one spoke English.
