This was recorded in PAL D/K, with 60 Hz flicker. DPRK refused to adopt NTSC due to the fact that NTSC is an American TV standard. The DPRK only uses an American standard 60 Hz mains freq for electricity. The PAL / SECAM D/K colour standard is / was adopted by some Eastern European countries that includes East Germany, Poland, Czechoslovakia (Now Slovakia), Slovenia, Yugoslavia, Serbia and Montenegro, Hungary, Ukraine, Russia, Belarus, Romania, Bulgaria, Armenia, Azerbaijan and Georgia. It was even adopted by the post Soviet Baltic states like Estonia, Latvia and Lithuania. Out of the countries in Asia, only North Korea, Russia, China (Excluding Hong Kong and Macau which adopts British PAL-I), Laos and Vietnam adopted the SECAM / PAL D/K standard, while other Asian states adopt NTSC M/J and PAL B/G/I as colour standard for television.
The sheer fact that PAL was used in a 60hz fashion baffles me. They could have used PAL-M. This keeps the NTSC standard, while the color encoding is PAL, a strange mix. That's what Brazil had used. But, then again, this is NK.
@@josephstalin7995 It all depends on location. Some countries used PAL from the get-go, like the UK and Slovenia. So yes, Slovenia used PAL whereas Russia used SECAM.
