The Albanian Perspective: Small States in the UN Security Council

On Tuesday, November 7, 2023, the Center for the Study of Europe hosted a lecture by Mr. Ferit Hoxha, Ambassador of Albania to the UN. Accompanying Mr. Hoxha was Ms. Albana Dautllari, Minister Plenipotentiary. The event was moderated by Amb. Vesko Garčević, Professor of the Practice of International Relations at Boston University's Pardee School of Global Studies.
In his remarks, Hoxha described the role of small states, and Albania in particular, in upholding the UN charter through their own commitments to norms and values. He talked about Albania's own transformation after 1989, the lingering conflict in the western Balkans, the war in Ukraine, the events of October 7 and Israel's response, among other challenges to peace and security in Europe and the wider world.
Mr. Ferit Hoxha joined the Albanian Foreign Service in 1991 and has been active in Foreign Affairs and International Relations since. On 30 September 2021 he was appointed as the Ambassador and Permanent Representative of Albania to the United Nations in New York as well as Albania’s non-resident Ambassador to Cuba.
Ms. Albana Dautllari is Deputy Permanent Representative of Albania to UN (Albania Security Council member 2022-2023) and former Ambassador of Albania to the Council of Europe.
This event took place as part the Center for the Study of Europe’s ”Europe in the World” lecture series, an initiative of the Jean Monnet Chair in European Security and Defense, Kaija Schilde. The aim of the series, supported by the European Union**, is to prompt critical reflection by a larger public on human and regional security informed by cross-national experiences and a variety of disciplinary lenses as well as to introduce or emphasize EU perspectives into ongoing debates around security integration and global challenges.
