Yes it for sure can, both in 6th Moto and 79th I play it as one of my main keys to victory atm.

An artillery "win condition" would imply you could kill more with arty than the opponent could bring on board. This is obviously not possible so any artillery "victory" needs to be accompanied with well paced ground assaults and good recon to keep up detection. Unlike airplanes, artillery doesnt have an immediate and absolute effect on the board, that can be accelerated by targeting AA units. This positions artillery as a force multiplier that rewards active micro and unit management; not a win condition.

@@sd_league that’s makes sense, you did say you were using the air tab defensively

F-111 LGB is a good and cheap plane but it works best as a tempo play after aggro (kill the first enemy MBT after your rangers are in the zone). It wont work with all playstyles, though 8th ecm and sead planes make it more valid than with other decks

If you get cheap Arty slots its worth it. Otherwise spending the slot points else where tends to be a better investment, unless youre a big microlord that will use the artillery to its fullest
