There cannot be an unofficial station that's been running for 30-40+ years that strong and that active, also there's no way for anyone to mute the marker of the buzzer, but whenever "someone" (most likely the operator) jams it, the marker is turned off.
also the jamming is performed with using cis-12 modem which cannot be used by someone rather than Russian military (you can google it for more information)
