The F-22 Raptor is the only American Fighter Aircraft that can match the Russian Su-35s. This is because it too has thrust vectoring and is additionally very manoeuvrable. However, the F-16 is better than nothing, and is, of course, available in larger numbers.

What matters is not thrust vectoring.... what matters is stealth and advanced radar capabilities.... in this respect the F-22 far exceeds anything the Orc's have, and the latest iterations of F-16's have more modern tech onboard, in particular radar capabilities.

Yes, I may not know everything about modern air combat, but I believe that the F-22 is factually better than the F-16 when using shorter-range Missiles like the AIM-9X Sidewinder. Other thing is that the F-22 is stealthy and would be harder to lock onto. Finally, Russia has advanced Electronic Warfare equipment, so a BVR engagement using Radar-guided Missiles may not be on the cards.
