The Cutest Pokémon is Eevee, specifically the Partner Eevee from Let's Go Eevee. We have official cutscenes of Eevee being the cutest thing ever. Just that opening cutscene is the cutest thing in the Pokémon franchise. Aoi Yuki did an amazing job voicing Eevee in that game. The Furret walk is pretty cute, but a significant portion of that video's cuteness is from the Accumula Town OST playing in the background.

The Faerie type is definitely the hardest. But I will still hold that Alcremie is the cutest. Not only can you have it in 70 (including shinies) different colours, but the anime made it the most precious and innocent baby! + it has a cute little face + it is small.
