The funny thing about the show is Baron Zemo has the best plan, is honest about it, and pursues it single-mindedly. He believes Super Soldiers are a threat to humanity, and he wants them gone, period. Shield should hire him. Zemo gets things done.

The new serum is more potent than what Bucky got, the scientist specifically says he made it so it wasn't obvious (big muscles). Then you have the fact that Bucky isn't the Winter Soldier, he's a man with morals that probably didn't want to fight a little girl. Also the WS was only brought out of cryo to do missions, so he wasn't literally fighting for 70+ years. John Walker as conceived by Mark Gruenwald is one of the most interesting comic characters of all-time. He was essentially a normal guy thrust into the role of Captain America; he didn't ask for it, but he didn't refuse his nation's call. And like many great Marvel characters, in his ensuing journey, you saw him struggle, falter and fail just as often as you saw him win. He didn't always make the right choices but what was compelling about him was that, in spite of his failings, he was always striving to do the right thing and to live up to Captain America's legacy. Even when he ended up going berserk following the murder of his parents, you could feel for and sympathize with him. By the time the story reached it's climax in a battle between John Walker and the former Captain America, Steve Rogers, both characters had their partisans. A lot of people wanted to see Steve Rogers back as Captain America, but nearly as many had grown to empathize with John Walker's feet of clay and his struggle to live up to an impossible standard. But for some reason, aside from Gruenwald, almost everyone who has taken on the character has decided to write him as a "jingoistic" version of Captain America; a sort of darker, more chauvinistic and nationalistic version of Steve Rogers who mindlessly follows the dictates of the government. I guess this series gives him a little bit of his former complexities, but at the cost of being everyone's punching bag. He mostly just seems like a stand-in for everything the writers despise about American patriotism, rather than someone you're supposed to relate to and sympathize with.

THEN he goes on a moral diatribe about how the evil rich people need to do better and how they need to nebulously and magically make things better by 'doing better.' @@ShadowSonic2 You know what freedom entails, but just telling someone to do better when no "better" has been done in their perspective isn't going to do anything. No impact either. If he said "We want *freedom,* senator.", there would be a lot more impact than to just tell him to merely do better.

@@ShadowSonic2 That's the point, Falcon didn't spell it out for them. It's supposed to be a speech on a show. Just telling someone to do better won't create any waves either on the show nor in reality. If he and his community need something from the people governing them, he should actually spell it out. Otherwise, they're mere complaints that will fall on deaf ears. It needs to be more specific. He had the opportunity to speak directly with the senator with cameras on him, and that's all he had to say? Complain and be vague? He only made it sound like the issue isn't important enough for those in charge to actually listen or care. The senator isn't on his shoes to know, and Falcon didn't even bother saying that they should set up a meeting right then and there in front of everyone to talk about it later. He's a freaking Avenger. And if you think 100% of them just don't care, well, I'm sure there are also things you should be caring about yet you just don't because the human brain can't care about every single thing that needs to be fixed. @@CowboyRobot2000i personally feel it's not really about the powers though, otherwise they wouldn't have given the formula to some shrimpy kid. the point of being Captain America is to fight for a noble cause and be the living embodiment of America. essentially be a goody two shoes as I feel Tony would've called him. with that being said Sam Wilson fits that description as even with all of Karli's evil he still saw good in him. he still saw what she was trying to do and only went after her because of HOW she tried doing it. meanwhile while Bucky does have the abilities, he dosen't have the same attributes as Steve. while Steve would've saw the good in her and tried to talk her down, Bucky throughout the show wanted to kill her. and Bucky sees himself as a monster after everything he remembers doing as The Winter Solider so I don't even think he wants the title and that's the point. Steve saw something good in Sam and knows what life was like for Sam as a kid so he gave the shield to him because he believed/knew that Sam would use the shield to represent freedom and liberty. that's the whole reason why Walker was just not worthy of the shield and suit because he gave into anger and brutally killed someone in public. Terrorist or not can you honestly tell me that you can imagine Steve bashing his shield into a guy's chest like he's trying to be in Mortal Kombat? the shield is more than just a flashy weapon that can be used to kill bad guys it's a damn symbol that means something. that's what made Steve Rogers/Captain America special:he always tried to do the right thing against all other odds, even when the government was against him he tried to do what was right. and that's what Sam tries to do. not understanding that is misrepresenting the ENTIRE point of Captain America and why he's special.

@@truejim John Walker was portrayed as ruining Sam and Buckys' plan, which wasn't working anyway, by disrupting Karli and Sams' one-on-one. He then murdered a terrorist, as drinker states, who begged for his life.(the terrorist well set for killing many more people in attacks.) In episode 4, John Walker is used as an antihero with emphesis on the "anti.", because he is a threat to the main characters.

@@sitmanlife6209 See I read Walker's introduction completely differently. He's a war hero and good guy on an important mission, one sanctioned by his government, while unaffiliated Sam and Bucky are out there being random vigilantes...but Walker still offers to bring them onto his team. I thought the writers were doing a great job of making Walker be the sympathetic one. I guess it's all in how one reads the scene.

He was trying to live up to a symbol that only truly existed with Steve, ridiculed by others for doing so because of it instead of being guided in the right direction, and ultimately was manipulated via his mad drive to become the symbol he couldn’t. At the end of the arc, he’s still being manipulated as he becomes the USAgent, I hope to see more of him honestly.
