Increasing the performance, or capabilities of a vehicle by altering its software is commonly referred to as “tuning”. This is something that has been done for many years but that may change soon. In this video I talk about tuning and it’s possible future.

I'm a huge environmentalist and I acknowledge the fact that the USA can have both hot rods and clean environmental policy. The real carbon emitters are NOT racecars. Go after the people doing the real pumping, I say. That's just my $.02

I agree. Cars can be dialed in with a 5 gas analyzer be clean and fun. You really have the think how did dodge do I with the hellcat, or Ford and gm did it with there cars.

I agree like the coal rollers that very rarely get tickets and dump there raw fuel on pedestrian on purpose because they think it's funny and fun

As an electronics repair/microsoldering shop. Been dealing with the same issue in our world with manufacturers like Apple who don’t want you messing with their products and making repairs just a little more challenging with every model released

Piggybacking on your comment because Right to Repair and ability to tune your own car are two sides of the same coin. The fact the EPA only allows what the manufacturer provided and don't define ANY path for an independent tuner to show they can meet the same standards is the same kind of attack on our Right to Repair as Apple locking down their products.

@@dennisferron8847 meeting a standard would make more sense than having it "oem". If an oem makes a shitty engine they get away with it, but if you build an awesome engine that is open source and can be modified by anyone with the proper tools is a big " no no no!" Why not force a certain standard for the cuck brands (gm, ford, etc. for usa; vag, bmw, whole of daimler, etc for germany; psa and renault for france(i think the french have only two these days) and so on.)

@@inglouriousmofo i get it, but one thing i don't is why someone in USA hasn't sued the gouverment for stagnation of motor(ice) ecology and efficiency? I'm a non native english speaker and for sure don't live in USA but i've noticed some interesting lawsuits there from time to time.

I have done well at tuning & profiting from it. No one has ever asked for their money back. One guy said he could get his engine conversion tuned for $200.00. I didn't even try to make a sale on my job. Just thought you get what you pay for and good luck.

JH diesel does a really good job explaining calling out the EPA in a video the minute difference vehicles have on the environment compared to ships and other forms of transportation.

for the record, for at least right now, the cobb accessport tuners do have a corresponding CARB EO number for at least their OTS tunes, so that's one glimmering light of hope for the future i guess 🤷🏻‍♂️

Interesting approach. But what does the law say? If the law says you're not allowed to change it, even if it pollutes less, it's still illegal. This may require a change in the clean air act to allow it.

I have a 21 F-150 as a police vehicle. My plan was to have it tuned once I got it to remove the speed limiter, and set it up for our use. Nobody can crack the encryption, and the 106mph limiter cant be removed. This causes me problems on a regular basis.

I have a suspicion that this is a shot across the bow of the aftermarket industry as a whole (including mom and pop tuner/repair/maintenance shops). The long term goal is to make modifications/repairs of older vehicles financially prohibitive for the average person. Instead of keeping that older car running, just scrap it and buy new, better yet buy that new EV. It reinforces the position of the big auto manufacturers, pushes the endless cycle of our debt based economy, and for some, might mean vehicle ownership is financially unviable. Here in CA, I see a grim future where only the very wealthy will be able to own/afford classic combustion vehicles legally. A future where the state jacks up registration and smog costs to a point where you just can’t afford to operate an older vehicle on public roads anymore. It’s going to be buy an EV or use private/public transit.

2016 harley paid a 12million dollar fine plus another 3 million as part of their settlement with epa, which claimed that there ( race tunner) enabled people to modify the fuel system further than harley had originally signed for with the epa, however there are plenty of aftermarket companies making the same type of tunners that go way more indepth, that the epa did not go after, makes you wonder

I am totally fine with requiring catalytic converters on cars, even racecars. But on a cat equipped car… what are they hoping to gain by banning tuning? The difference in emissions between tuned and stock, both with cats, is hardly worth noting. Then consider that only a tiny fraction of a percent of cars on the road have performance tunes and there’s literally nothing to be gained. Meanwhile we have entire fleets of school buses and other heavy equipment all across the country that are seemingly unregulated. There are dramatically bigger fish to fry here that could have an actually measurable impact on carbon emissions.

@@ETCG1 well... yeah. But enforcement via going after all these small tuning shops could be better spent elsewhere. Fining a small independent dyno owner is not unlike fining someone for going 5 mph over the speed limit, it disproportionately impacts all the little people who have no power to change anything and ultimately has zero positive impact on anything.

All I can say about heavy equipment and "seemingly unregulated" is DEF and DPF / SCR systems. If you weren't aware exhaust fluid is an actual thing thanks to the gov. Already over regulated, IMO. Everything is, and they continually want more and more.

@@caddyguy5369 well, I sure do see a lot of busses and heavy trucks rolling around blowing black smoke... so there's still a very obvious problem. Maybe the regs are in place, but nobody is enforcing those. Also there's zero reason why short haul, low load trucks and mail carriers and school busses are still running internal combustion engines.

I have done tunes in my shop for over a decade now and nothing as far as epa. me being located in the south could be part of it. the only thing i have noticed is that older cars like honda one can not get a tune off the internet and use it but in the same note i have fixed a lot of them too.

After working on aircraft, cars are the last thing the EPA should be focusing on. 100,000 pounds of fuel per flight, but let’s worry about cars burning 20 gallons every couple weeks

And yachts! 5- 15,000 gallon fuel tanks, all burnt up in a day! The common denominator between these two ULTRA EXPENSIVE modes of transportation? The idiotic politicians writing these laws all either own, or travel on these 2 different modes regularly.

Is it really taking away from someones livelihood if they were not allowed to do it before "grey area". Just imagine if the federal govt. comes in and smacks down all the medicinal usage of weed in the states that decriminalized it. They can just pull govt. funding to bully that state into compliance. Just because the govt. is not acting upon something, doesnt make it legal.

I have an old 2009 Dodge Ram 2500 regular cab longbed. I use to haul and tow and do work around the farm, but it's known to show up in our small nearby city. It's stock down to the original DFP, except for a Banks tune and air intake. No smoke, better fuel economy and more power. We don't have the EPA here in Canada, and no smog testing here (unless out of province). Even if that were to change, I'm certain I'd pass. I can always put the stock tune back if need be and I'm sure my yearly average of 7000 miles or less isn't of the utmost concern. Now, my 2014 Mustang GT would fail just by looking at it. This is why it just sees a race track now, with the odd excersion down the street and back and into the trailer. Even then, if push came to shove, I could put some high flow cats on it and be legal in the sense of emissions. I've driven my car to work a few times, but I also try not to draw attention or dick around at lights. Also, I do have an anecdotal seal of approval since my neighbour works for highways amd transportation and gives me thumbs up when he sees the car and the other 3 cops down the block haven't said a thing. Not starting the car up at say 6am helps a lot too, haha. Make friends not enemys in our hobby. But there are always idiots wrecking it for everyone else. Like those rolling coal people, drag racing in the city, stunting in traffic and so forth. Drawing the ire and unwanted attention from the public and here we are now.

In Germany, "tuning" starts much earlier, basically when you put nicer alloy rims on your vehicle, give it a (full or partial) vinyl wrap, loweing the suspension, changing the exhaust and/or intake, intercooler and so on, and goes up to full engine-swaps, turbo-swaps (change the existing turbo for a bigger one, or even put a turbo on an na engine. Of course, these mods also need a different engine software), but of course also "just" changing the engine and/or transmission software to improve performance. Many of those things are illegal to drive on public roads, although there are also bolt-on parts developed for specific models which the manufacturer has put some extra effort (and lots of money) in to get a permission. That even starts with LED bulbs, the OSRAM replacement LEDs for H7 bulbs are available for more and more models, because they have to be certified for each individual shape of headlight. If you're caught with an illegal mod or "tuning" on your car, it will get impounded and taken off the road. You are required to restore the original state and then have it checked and certified again. On the other hand, if you drive a vehicle only on private property (like most race tracks are, or at least partially are), you are basically allowed to do anything you like. Just that there aren't all that many places where you can ride it then.

To a great extent, manufacturers are making strides in building cars with sufficient power that tuning is less necessary. Consider the engine of the Corvette Z06, the 650hp _naturally aspirated_ engine in it, that already meets emissions, and on the highway gets 23 miles to the gallon.

Consider the accumulated carbon footprint of officials and organizations that jet around the country legislating and enforcing rules regarding engine tuning. And what is the accumulated carbon footprint of individuals doing custom engine tuning? I'll bet it's not even close. This is Environmental Protection Theater. It's designed to protect the political environment, not the planetary environment.

Living in so cal- or Cali in general- always looked for CARB approval parts. Have I put some parts that were not…I recall a FPR that was for “off road use only” for my eclipse back in the day. With today’s technology I’m more about tuning for more HP AND mph since older cars were limited. Can’t speak to much about shops, but I recall some local ones that they made some examples of years ago when they started cracking down. Usually what they do is locate shops that are doing illegal mods (what isn’t these days?) via pulling cars over, finding out who did the mods and then investigating them. Times are a changing my friend.

Hi Eric I like your point of view with the changes in the motor Trade. In regard to the environment act that u believe goes back I think to 1975 when mission controls where starting out, now 46 years later and now Electric cars are going to be a big thing. When I started my career as a Automotive Technician and I believe that you be in the same wavelength like all us guys that play with cars maybe heading towards a very big shake up in the history of the motor car. I'm currently working towards my automotive advanced trade certificate in electric cars and the more I learn the more u understand that hot rodding and modflying cars could be a thing of the past.

Don't think tuning is going away. Sure, it might involve more hardware modding, but essentialy i don't think it's gonna be going away with electric engines. Also in Europe we have a crack ton of chip moded turbo diesels (usually for power and/or fuel economy(usually not ecology nor human lung safety).

I have wondered for years how tuning shops and parts manufacturers have gotten away with deleting catalytic converters. First they were called "test pipes" and then "off road exhausts." Deleting the cat is by far the most obvious and harmful modification with respect to emissions, and now, most unnecessary. Modern high flow cats cost maybe 10 hp. My Supra with a high flow cat and tuned for e50 runs 11 flat at 128 mph in the quarter. That's plenty fast.

Here in the UK we can do anything we like so long as we notify the insurance company on what we have done. Also, even more crazy is vehicles over 40 years old no longer need an MOT (legally required annual inspection) The same goes for our road tax, vehicles over 40 years old don't have to pay it. For example my 2001 MG ZR 1.8 VVC (VVC is the same as VTEC in Hondas) costs me £256 per year just to be allowed to drive it on the UK roads. Whereas I owned a 2009 1.7 turbo diesel Vauxhall Astra estate (wagon) cost me £30 per year to TAX it. So an older car, less miles, and doesn't have all the negatives associated it with a Diesel and is a lot lighter (however creates more pollution) costs more than 8x more per year. We have give and take in the UK you can do whatever you want, but it will cost you!!

my 2008 focus is £30a year but my 1990 ford escort is £280/yr cos its on the upper end of the cc split. whats scary is insurers write cars off too quick, little bump and and either a 4 figure estimate or its a metal cofin

I heard California is going to (or is considering) denying tuned vehicles the ability to pass emissions. It’s already difficult to pass emissions (have to swap your performance exhaust out with the orignal and/or use tricks to fool your O2 sensors into passing), but they want to go a step further and check and see if your ECM has anything other than factory programming on it.

Living in California I can tell you now when the emissions tech plugs in to your car the data is sent to a California server that checks to see if you have an illegal tune, if it’s not an OEM or CARB approved tune it will automatically fail the test, I asked my friend that does emissions testing for a living, really pisses me off

CA right now is looking for tuned ECM units, durring smog checks, but it's only on 2000 and newer obd 2 cars even if they run cleaner you will fail if the tune is not dealer certifed upgrade tune, or stock code.

These laws were on the books back in the mid 70's.. Started to become an issue with the advent of unleaded fuel, A.I. R. systems and fuel tank restrictors.. The EPA started inspecting shops in person.. They would drop in unannounced and start looking around.. AIR/EGR/Catalyst systems laying around would have you in hotwater without any way out.. shops got hit for thousands if any of this stuff was laying around... Shops adapted fast by hiding the things in sealed drums etc.. they would be melted down, and people just wanted them off.. CA/AZ started "Vehicle inspections" for emissions stuff and then IM240 (driving tests) on exhaust.. was a mess but that got the EPA out of our hair (cars needed the stuff "on the car" to pass) Can not remember for sure but I think 15 years was the cut off for inspections.. So nothing new about the laws, just a new source of revenue for the Govt by inspecting and fining...

Just want to clarify that in many European countries this is not illegal, they just have to pass annual inspections, like in the UK, or in the case of others like Germany, the Netherlands, etc, the car and it's modifications must pass a government body engineering inspection to show it is still fit for the road. The latter ends up costing the owner more money. And in spain for example, you can put certified parts on your car, that the manufacture has had homologated, and it that's not the case then you need an engineer to homologate it and the government body inspection, this process is very expensive and therefore most people just don't tune their cars or at least not legally... Shame because prior to 2011 the law was like in the UK...

I would like to mention that the Ford Dealership must have been Detuning my 06 Taraus. I say this because it could spin the tires, if it needed to, till they had it in their shop. You may ask why would they do that? One of the most common ideas is to get you to trade it in towards a newer model.

The issue for me ETCG is the EPA isn't going after the one's that need to be hit.......it's the companies that actually MAKE the emissions illegal components then use the phrase "for off road use only" as a way to offload the illegality off them & onto anyone who buys the part(s) to use on a production VIN vehicle (places of commerce or individuals). If they alone were held accountable for allowing these parts to be sold to places of commerce (or individuals) that use them on street driven (Federal & State hiways & roads is the impetus for vehicle emissions standards) vehicles then this would force those companies to make sure that 1.) these emissions illegal parts were actually being used for strictly competition motorsports use only which IS legal OR 2.) they will get them PROPERLY & LEGALLY CERTIFIED for street use......which they already knew they had to do some 30+ yrs ago but didn't want to pay the certification costs to have these parts tested\certified legal (because they already knew they wouldn't pass) & also didn't want to have to maintain an emissions warranty on them for at least 5 yrs\50,000 mi (Cali is 7yrs\70,000 mi) as mandated by the EPA & then can't be advertised as "performance enhancing" or "hi flow" (this especially covers catalytic converters but also other emissions related parts) to hype sales. This is also mandated by the EPA. If no emissions illegal components were being sold\used for STREET USE there would be no issues, period. Same for tuning.....tuning isn't the real issue here......the illegal emissions COMPONENTS used on street driven vehicles is the real issue, mainly the catalytic converter if it is not EPA\CARB certified for use on the specific vehicle....doesn't matter if it is OEM or aftermarket after 1-1-2009. The issues surrounding everything else (CAI, TB, IM, LTH's, etc) are only in play for new vehicles still under factory warranty (thus still under the original EPA CoC to allow the vehicle to be sold to the public) using the OEM tune & OEM cats (these parts only affect the engine's VE output but all engineering uses an engine's ideal VE (100% in long block configuration) to design off of thus the OEM 80% VE target is to ensure life of emissions to match vehicle longevity.....so most of this is a red herring w\ modern ECU's thus doesn't really affect emissions in any way, shape or form. It's the catalytic converter that is the main player, not all the other stuff. The cat manuf's (such as Magnaflow, Walker, G-Sport, etc) have already made the right CARB\EPA legal aftermarket cats to handle all this from a performance aspect but can't advertise as such AND they aren't cheap but the right parts are out here right now to have your cake & eat it too (won't know this thru most speed shops as they have to have EPA sign off to advertise these parts). The key is to wait for any new vehicle's emissions warranty to expire....then this opens up some. The rest of the issue is at the State, County\Parrish & local govs--not the Fed EPA--to actually KNOW the current EPA regs & thus apply properly & not take the easy way out & still try to mandate all emissions parts having to be OEM only for certification......this went out the window in 1-1-2009.

You NEED to find a titled old car in any condition and buy it. Pick your favorite and just do it. It could be the biggest, rusted out, POS Nova. Whatevs. Once they are gone, they are all gone and it will become just like trying to buy a registered automatic weapon. The registry is closed and they just get more expensive every year. You can probably rebuild a Mustang, Nova, Charger from the ground up and replace the engine and trans to your hearts content forever.

The tuning of cars is a fraction of a fraction of the billions of cars on the road. It's miniscule in the grand scheme of things. I'm all for reducing waste and doing what i can to be better to the environment. But focusing on little things like plastic straws or tuning is ridiculously absurd when countries like China are allowed to pollute on a industrial scale beyond consciousness without any penalty while the rest of the world plays by the rules. Yet my car is the problem, not your tomato that's wrapped in a yard of shiny plastic for no good reason.

Amateur car enthusiast here with a Master of Information Systems. The ability to tune a vehicle will be moot in the near future. The technology for autonomous vehicles is already developed, and with car manufacturers such as GM and Ford committing to electric vehicles, the market to tune a gasoline powered engine is going to decrease over time regardless of how much (or little) the government gets involved at this point.

Well, if the EPA comes into your shop you could always say something like "This is NOT performance oriented tuning dyno, this is a dyno for off-the-road, real time engine and drivetrain troubleshooting" and that's it. If we get really reeeeeallyyy technical about things, almost anything can be treated as "performance enhancement" e.g. replacing the OEM jack for a compact, lighter version will have a (microscopical) effect on acceleration, braking and fuel consumption. Are we suppossed to refrain from such behaviour because it theoretically could make our cars "better"?

My opinion is that in my experience, every car I have Modified or tuned ended up better than before. Take my 2 ef civics, each has an aftermarket computer and are both turbo and are tuned to run with said modifications. Both had relatively decent mpg in stock form and drove as intended. After modifications and tuning the mpg was significantly improved and obviously more power. They are modded with a later version on ecm from obd0 to obd1. Now I personally think the powers that be know in certainly an instance like mine an old carbon neutral vehicle that has been improved and gains almost 10mpg over its stock configuration is not acceptable only for the fact that it is now performing as good or better than a newer vehicle and that is a threat to new car manufacturers. Before I finally put a turbo on my ef hatch and only converted the car from obd0 to obd1 with a fully rebuilt engine the mpg jumped almost 20mpg on average. I was close to 46mpg if I kept my foot out of it with a bigger engine than stock.

2 things, the clean air act states that what you did was illegal. Link in the description. Also, you may be getting better mpg, but what about the emissions? Older Civics with CVCC engines got 40mpg, however, the NOx emissions were high because of the high combustion chamber temps. @@ETCG1 My understanding is theres fixing to be a huge legal fight between several SEMA companies and the EPA. In some aspects you may say the EPA's actions are violating due process of law, by going in and issuing fines without the other person being able to defend themself in court. Right to repair may also get involved in this because without equipment like Hondata ecu's, newer stuff is damn near impossible to diagnose and repair without taking the car into the dealership.

Another thing that comes to my mind is will the race car market survive without the street tuner. Can the aftermarket companies still make enough profit without the money coming from the the average Joe to stay in business? They can easily crackdown on one portion of the market and it can have adverse effects on the remaining portion even though they left it alone.

45 Years ago my auto shop teacher said "stock is hip", if you want a fast car, buy a fast car. Well that was 1977 and a new Trans Am made like 175 H.P. That is what a 4 cylinder Camry makes today. So finally after 45 years Stock is hip.... but not so during the 1970's/1980's. Stick to repairs Eric, that will help plenty of people who need it.

Technically, as long as your vehicle can still pass emissions, you're not breaking the law no matter what mods you might make. It's the folks who remove catalytic converters who are truly breaking the law. A proper, legal tuner will not cut out your cat, and will tune the engine to make more power while still passing the emissions standards that were set out for the car when it was new. Of course, as they tighten emissions regulations more and more, that will become more and more difficult.

Sorry, there is no such thing as a "legal" tuner. Any mods to the ECU to increase power will affect emissions. Period. And that is illegal. If you modify the ECU in any way it must be recertified by EPA to be legal. To best of my knowledge, none of the tuners have had their products certified.

You tell that to CARB in California. Failing visual inspection just because you don't have a sticker with an E.O. number is stupid when you can pass emissions testing. One of the many reasons I don't want to move back there. OEMs make it good enough, but they won't let us make it better. Old cars can be made much better with modern technology but they just want us to buy a new electric car.

I can't comment too much on this as tuning of that nature I don't do, however I can say Im caught in the middle. On one hand it's your vehicle, you should be allowed to work on it or tune it to how you see fit, on the other hand I can understand why it's illegal BUT I don't think that's right either. I think these laws should be collared around the necks of auto manufacturers only and not be applied to the consumer. And my thoughts that stem from this from a guy who doesn't do tuning, I've always heard and many if not all of us have heard, well the car can do 280 mph but the computer keeps it at 210, I'm like why, whats the difference, both speeds will kill you if something goes wrong and damn it if I buy a car that can do better be it speed or gas mileage or what have you, and the computer says no until you go in and offer it a digital confection cake (lol) now it says, okay love let's ride. It's your car man, the laws should be spearheaded upon the manufacturer not laid upon the consumer as well. Alright those are my thoughts. I have seen others small shops and youtuber PFI Speed that got EPA officials show up at their shop and fine them with $18K + and issue a legal treat to them about the way they perform business. Basically prohibit them to sell and modify even a piggy bag ECU ship to their customers regardless if it is for off road / track use only. Check their channel to get more details.

Makes the UK seem to have a more sensible model... I believe you can do what you want with engine tuning - no restrictions.. it's then policed for poor polluting cars when it comes time to MOT the car. If you blurt out too many nasty gases you get an MOT fail and you're not allowed to have the car on the road. Then for the close to the limit of failing with poor emissions are 'encouraged' to be cleaner by heavy tax. E.g. I have a Landrover D4 SDV6 Diesel - £565 a year for tax.. Mini R53 2006 - £340 a year.. £900 a year in tax for these cars... If I had an EV - would be £0.. :)

I see this market slowly drying out not due to regulations, but basically due to the fact that there are fewer and fewer internal combustion engine vehicles going into the future. And with all electric, there isn't usually all that much additional performance to be had. You can't just bolt on a turbo to an electric motor and turn 300hp into 450hp.

Think about that for a second. There are a billion vehicles on the road in the world today. Do you really think there are enough resources to make enough electric vehicles to replace all of those? Do you think we have the power grid to charge all of those vehicles, all over the world? I think the idea that electric vehicles are going to replace ICE is a fantasy. @@ETCG1 Interesting theory. At least the European manufacturers have all announced to not bring any new ICE based models into the market by some fixed date in the future. So as long as there are cars being built, resources are being used. Just not for ICE cars. It isn't like we're going to stop building new cars. Also, the power grid does have to be improved until then, and yes, I think this is a big problem for many countries, if not all. But electric motors can also be driven with power from hydrogen fuel cells, then the vehicle has a hydrogen tank on board which you fill up at the "pump". So while there are alternative methods for storing energy, the drive is still going to be electric. Toyota already makes vehicles like those, as does Hyundai/Kia.

@@Seegalgalguntijak Research the materials needed for creating a hydrogen fuel cell. I think you'll find they use the same materials used in catalytic converters, which are already expensive and scarce. My point is that throwing away a billion vehicles and creating a billion more to run on a different energy source simply isn't practical, especially when you consider the energy and resources needed to do that. In my view, that's even less sustainable that what we're doing now. If we really cared about the environment, we should have started long ago. Unfortunately the economy in the US, and may other parts of the world, are based on consumption. Excessive consumption is what is causing the environmental problems. It seems to be an either or situation with no easy answers.

@@ETCG1 I agree that consumption-based economy is the problem. But I will also predict that gas prices are only going to be going up in the future (we're already at about 2 Euros per liter, which equals about 7-8 dollars per gallon). And if car manufacturers only produce vehicles with an electric drivetrain, no matter how the energy is stored, starting in 2030 or 2035, then it'll automatically just happen that by 2040 or 2050, there will be hardly any ICE cars left on the roads. Because of consumption, without intentionally throwing away anything, except for the normal rotation. Also, increasing gas prices will at some point make it more economical to not use an ICE car. But you're right in that it looks like as if the intent of that all were to "disallow" car usage more and more, by making it less obtainable. Which is also not really practical, because most people will still have to get from a to b... I have no solution for this either.

It seems like modern cars have less extra power to give without major modifications than older ones and this might self-limit most shade tree tuners. For example I have a 22 Corolla Hatchback (manual) the engine has laser clad valve seats and the liners are cast directly into the all aluminum block. There is no room to bore it, there is no way for an average machinist to work on it, and adding power results in failure as the parts are designed to be as light as possible without grenading under normal use. You can't just "slap a turbo" on any modern car because everything is so computerized- it cant tolerate excessive deviation from what it was designed to do. I went to a tuner show for the fun of it two years ago and most cars at the show were 1985-2005. I don't think that's a coincidence.

I get that there is no easy way to enforce a lot of this and that might be a reason why they are going after the businesses making these devices. But what I don't understand is how they are "allowed" to... if that makes sense. How can they go in and say you cannot manufacture this stuff anymore because people are making "bad" choices. People drink, drive, and kill people everyday but I can still buy beer on just about every block and Busch is still in business. I'm not against caring for the planet but it seems like the resources that are supposed to find solutions are going in an odd direction.

Making Off road parts by itself or installing them on a vehicle is not illegal, it is when the vehicle gets used on public roads that that have parts meant for off road use only, then it can become a violation of the Clean Air Act. You can do tune on a car, you can use what ever aftermarket part you want to put on it. However if the part changes your vehicle emissions and your using these only off road on public road and your State finds out that you changed parts can impact an emissions test or an inspection that you have non CARB compliant you are going to have issues with that State. Also the EPA over the years have gone after directly to diesel after market part manufactures that gave real hefty fines and were ordered to to remove from all online sales and in store stuff and were to destroy any warehouse inventory. The EPA has an online public record of every company they have brought cases against that violated the Clean Air Act. You start the search by the year. The EPA started this before VW was fined with largest fine ever but after that it kept the EPA going after the part manufactures as well as other Car manufactures for diesel emissions violations.

The amount of modded vehicles on the road is nothing compared to your everyday, stock vehicle. I think that this sets a bad precedent that The Government can come in whenever they want and change things, ruin people’s lives and it’s okay. It’s a few people saying, “this is bad and we’re going to now go after everyone.” I wonder what the numbers are to when it comes to modded vehicles on American roads? When something is pushed under safety, the environment, it seems that The Government gets a gunho about it and wants to shut everything down. It’s kind of the same thing about pushing battery powered cars. The Government can make a lot of money on it but what happens to the service shops once the gasoline engine goes away? Also, what impacts do the batteries have at their end of life cycle? No one has said because Governments can make tons of money. At the end of the day it’s about The Governments best interest, money than it is over people. Think about when Nitrogen was trying to be pushed into cars. There was no money behind it so it never got off the ground.

Tuning, as you define it in the video, will NEVER go away. It will only be driven further underground. Even the electric cars of present and future will be modified. Its rather easy to hack just about any electronic device and seize control over its functions, and it will be bored kids who do it, not people with millions of dollars. Its the same thing with what old school computer hacking was. In regards to emissions equipment, smart people when it comes time for inspection will remove their modifications and put the stock stuff back on. Next day, modifications go right back on.

There's a lot of confusion and Miss marketing regarding the RPM Act, and it's a little bit frustrating. Tuning cars is not illegal, as long as you leave the emissions equipment intact. That means our system, the EGR system must be functional still, that means if it has a catalytic converter, it's still must function, and perform to the same levels as the factory configuration. This means that companies that are offering tuning products that will delete the catalytic converter requirements from the computer, are specifically the ones that the EPA is going after. No, the EPA will not end Motorsport racing over emissions. In other countries it is already required that race cars also have catalytic converters, and some other emissions equipment. All tuners have to do is keep all of the factory equipment there, and modify the computer programming, if that means you have to run a high-flow catalytic converter that meets or exceeds the performance of the original equipment one, then you do that. Some of the more commercialized speed shops have five gas testers already, and have had five gas testers for many years.

You might want to read what they are proposing in the RPM act if you haven't already. Links in the description. The way I read it, was that racing companies will no longer be able to use factory built vehicles for racing purposes, period. Once the manufacture makes a vehicle, that's it, you can't touch it other than to keep it as it was on the day it was made. I was surprised when I read the wording of the clean air act. Having a dyno machine for tuning is not illegal. What has gotten shops into trouble by the EPA is the parts that defeat emissions. Also a lot of shops will make you tube video with non C.A.R.B parts and test drive these cars on the streets after tuning. Well guess what happens then? These videos also draw attention to those who prefer strict non SEMA and Clean Air Act regulations. It's not the dyno machines and the tuning. Neither is selling these part like a Hondata S300 device to a customer. You the shop owner should require the customer to submit a form that the part is only going to be used for off road only. It's when the Hondata S300 is installed on vehicles for public roads and not off road racing becomes the violations. The problem with part It can change the computer to defeat the emissions on the vehicle and there lies the problem. Selling non C.A.R.B. compliant parts for on road use. It not the direct selling of the part, the dyno and tuning that got this company into EPA trouble. It sold with no form stating it was to be used off road only and customers cars being test driven on the roads shown on RU-vid is what is getting auto shop owners into the most trouble. not using dyno machines but installing non C.A.R.B part for on road use for the sole purpose to interfere with the vehicle emissions. This is why Diesel Delete tuning is a major EPA violation of the Clean Air Act. Back in 2010 the EPA made stronger regulations for diesel emissions that cause particulate matter and so they required DEF. So after that you had Diesel aftermarket companies that made parts that deleted all that and made it easier to straight pipe a diesel exhaust system. So when had all these trucks on the road instead of off road use only all of these after market diesel part companies and garages that sold and installed them got huge EPA fines. Motor Trend has a great article why PFI Speed was the $18,000 in full detail but I got the full jist of it here. Here is question every garage owner should ask thier customer why they want to thier car tuned? If they get answers that it's to get aftermarket ECM's to delete or to cause to have a higher emissions or for it cheat on an emissions test that should limit the garbage owner's liability by declining to tune that customers car. Also by only selling a C.A.R.B. complaint aftermarket Part[s] that won't violate the Clean Air Act. Every shop regardless how they feel about the Clean Air Act can make the personal choice as to what parts to sell and not sell. They can ask customers to fill out forms as to say this part if I sell to you and or install it that you can only use this part for off road only. It will put the liability on the car owner if the use it on a public road.

I can’t wait for this to end. I can’t stand racers on the streets. I’ve built cars. I can’t be a hypocrite. But my speed was for safety. Getting shot is a thing. Having speed to evade someone is a need. I’ve never had to use it. You want to go balls to the walls, take it to the track! Otherwise, I can’t wait for them to be flagged!

You don't need speed to evade someone. You need to think. There is always someone with a faster car. I don't think being shot has ever crossed my mind when driving, but you could make sure to always have an exit path: don't pull up behind a car at a stop light close enough that you can't drive around it easily. If you are talking about getting shot by police, well you should never try to evade the police. ever. They will usually win. My brother tried to evade a speeding ticket by hiding in a random parking lot. The cop told him he should have let his foot off the brakes because that's how he found him. Brake lights.

"Motor law" is already here, internal combustion is in the way out imho Cali is already doing away with small engines I forsee that law broadening and including more and more until none are left except a few antiques stashed in barns and the like

The tuning and motor sports industry is barely a pimple on an elephant’s ass in the grand scheme of total carbon emissions released, yet the pinheads in Washington will go after us like we’re the plague. Just remember, most politicians only skill is to win a popularity contest in November. They’re squirrelly, we just need to point them in the direction of another, easier to find nut. (The irony being as type this there are 2-3 two stroke leaf blowers outside my apartment)
