Soaring rents and unemployment have forced an increasing number of people below the poverty line. While the rich business elite of Hong Kong line their pockets, state-welfare is still a dirty word. Despite the government's budget surplus there is no minimum wage or unemployment benefit. Meanwhile inflation, together with cheap Chinese workers, threatens to force more and more people out of work. Waiting lists for housing can be seven years and suicide rates are high. Dignity is an important concept for the Chinese and many regard a caged existence as hardly worth living.

They are doing the same in Western countries too. Governments are doing more cuts to social programs almost every year. It happens slowly, so many people dont notice it. 30-40 years ago, people could afford way more with their salary, rents were like 70% lower and they got good health insurance and high pensions.

Having lived in Hong Kong since 1997 I've never seen these cage homes . The government here actually has really good housing , I should know , I'm on disability and have a room in a great location.

This is such a tragedy. The sin of greed from humans is absolutely disgusting. I have more respect for the hard workers trying to live day by day to support their families than corporate greed. I'd rather sit down and eat dinner on the floor with the poor than a rich guy.

+John Kevin I am still living in my 2200 sqft modest house in the Western World and they are building new subdivision in the area where I am.Now my property value is almost triple.We will have cage dwellers in the Western World if all the money Bill Gate has can only afford to buy a 450 sqft studio apartment in Detroit !

Yeah it's very sad how someone can have no kind or sympathy or even show emotion. It's a sad vicious cycle sad to say poverty will never end when the sad part it money is just paper that gets printed everyday but the u.s.a and other countries say they are broke. It's very sad and pathetic. Something should be done no one should ever live like that. I don't have my own home but I have a roof over my head and a decent one at that. Thank God

I went back to HK twice since moved to UK, I were so looking forward to it only to find scenes that sadden me, like going out for a walk at 5am to find a little old lady pulling a heavy cart up a slope and old people begging on streets, I went out with $200 that morning with my mom, after two hours that all went to the elderly begging on order of my mother but I didn't mind one bit, just so sad that you can walk out of a hotel charging $2000 a night and walk straight into someone without a home within 2 mins.

Although they are many working homeless in HK, I have to say 99% of the people begging (especially elderly or those missing limbs) are hired by gangs from China, they are all picked up by a coach at the end of the day.

Yeah I've seen it as well in multiple towns in Hong Kong, on my frequent trips to see family - injustice pisses me off and breaks my heart in equal measure every time. It's true that some old people just like working but in most cases, they are stone cold broke and don't wanna be a burden in their families-much too proud to let their families know. I love capitalism but the soul has no price!

The only thing that the Hong Kong government heavily manages is the real estate market, and look at the mess !! The people living in cages are a direct product of the government: 1) heavy restrictions on land use. 2) restrictions on current used land through zoning laws. 3) restrictions on the height of buildings in most locations. There are tonnes of old industrial buildings empty, that could be used for housing, but you can't because of the zoning. There are lots of deserted villages where you could have settlements, but the government won't let you. Populated villages have only three level houses and only the tycoons get permits for high-rises.

The first thing the HK government does is restrict the supply of land. This is from the Wikipedia page: " Further, although rates of taxation on personal and corporate income are low by international standards, unlike most other countries Hong Kong's government raises a significant portion of its revenues from land leases and land taxation. All land in Hong Kong is owned by the government and is leased to private developers and users on fixed terms, for fees which are paid to the state treasury. By restricting the sale of land leases, the Hong Kong government keeps the price of land at what some consider as artificially high prices and this allows the government to support relatively high public spending with a low tax rate on income and profit." en.wikipedia.org/wiki/Economy_of_Hong_Kong

The second thing they do is through zoning the HK government restricts the usage of industrial and office buildings from being used in housing. Sometimes industrial buildings, old hospitals, old schools are just abandoned, and sit empty. Rich and poor are so extreme in HK. I remember if you had HK$1 mil 30 years ago, you were considered as " Rich ". But not anymore the way it is now. My friend who retired then sold his house in US, he moved back to HK for retirement with his wife last year. They had about US$ 300K which is about HK $2.2 mil after the conversion. They told it was just impossible to find the house that they wanted it. They only stayed there for couple months and moved right back to the US. He said he had to pay about HK$ 2 Million for only 300 square feet with a very small living room, bedroom, bathroom & kitchen. If you have US$ 300k, it is pretty damn good to retire in the US here.

There are plenty of public housing in Hong Kong. It usually takes only 3-5 years to get on to one. One must have a problem if he lives in cage housing for 30 years. Some old stubborn Chinese just want to stick with their old way of living and refuse to move on. Some refuse any form of welfare as they want to retain their dignity. Some refuse to move to even just 20 minutes away from the old Kowloon area. Some old Chinese are very weird and I have seen a lot of them although they are getting fewer now as they keep passing away.

Back during The European Industrial Revolution, the wealthy capitalists pay laborers very little, resulting in a massive poor laboring class living in city slums. During Industrial Revolution children as young as ten were used in Coal Mines, in Factories. The pollution from Coal made things even worse for inner city dwellers. As a result of such situation, people like Karl Marx, Friedrich Engels initiated Communist Movement to overturn capitalist society, returning ownership of production to working class and to create a classless society. White people started Capitalism, White people started Communism. So WTF are these British saying about this cynicism of the Wealthy Mr. Chu, when it was their Capitalist system that created such a monster???!! ?

This is one of those cases where you yourself have been born into the wrong time period. Perhaps a dystopian future is more to your liking, cause it's certainly not possible now. Or maybe you could go back in time. To even 100 years ago where people literally starved to death. World hunger had been solved for the most part. That in of itself shows a great leap for what humanity has accomplished. First, China does have minimum wages... And in your neighbors shenzhen, factory workers most likely ear somewhere in the vicinity of US 1000$ per month, way more than the majority of the world population. If you want real cheap labor, you should go Cambodia or Africa. This wasn't Chinese setting the rules, government in Hong Kong was managed and rules were setup by British governors. I guess life back then was so much better than now.... Right? Second, the Hong Kong shown here in 1995 looks no better than China today. Go to shenzhen, Shanghai and so on, and you will find they look far better than Hong Kong in 1995. This doesn't even look close to second tier like Changsha or Wuhan... It has been 23 years since then... Wait for 23 more years and you may find a well working socialist economy in China with proper social services while Hong Kong still has caged people.

I lived in the balcony of 14'x12' with six other family members from 1949 to 1956, in my grand father's house in Kowloon. I was born on the floor one flight up, but we could not claim the property back after WW2, we had to squeeze. As sad as it is, unless one is disabled, wealth and poverty correlates directly to how hard and smart one works. Not improving one’s unhappy lifestyle shows exactly how little effort one is willing to spend. My parents and uncles all were homeless from mao’s revolution. They became doctors by hustling their asses off. No excuse to stay in poverty but one’s own vices.

After the hand over to China, much of HK prosperity had gone to mainland. The poverty rate among the local had increased several folds due to lower employment opportunity and lower genuine foreign capital investment inflow. Life is getting tougher for the natives.

There are plenty of public housing in Hong Kong. It usually takes only 3-5 years to get on to one. One must have a problem if he lives in cage housing for 30 years. Some old stubborn Chinese just want to stick with their old way of living and refuse to move on. Some refuse any form of welfare as they want to retain their dignity. Some refuse to move to even just 20 minutes away from the old Kowloon area. Some old Chinese are very weird and I have seen a lot of them although they are getting fewer now as they keep passing away.

Hong Kong is ungodly expensive. I live in China and hotels, and I mean just average, two and three star, two beds and a hot shower type place costs upwards of $150 USD a night. I had to do business there and paid over a $100 for a “love hotel” in a crap building. The city is just very expensive. Supposedly also the real estate and development is tightly controlled so it is difficult to build new flats and real estate there to even out the pricing a bit. One reason for example that New York is expensive is that there is only so much space in a limited area for the people who want to live there. Same problem with Hong Kong. Perhaps a last reason is that while HK is a part of China, the HK people are seen as HK citizens. It’s not like they can easily pull up stakes and move to Mainland China. Mainland China would treat them as foreigners and there would be a lengthy process to change that. So people tend to be stuck in that city instead of being able to go to more affordable Shenzhen over the border.
