@@albertzhang4371McHenry is the interim speaker as per the continuity of government rules. He can theoretically move business through the house before a speaker is chosen. It's unlikely he will do that but there is no provisions in the continuity of government law that outlaws it

They are entirely different positions in two different forms of government. The Canadian speaker is just basically an umpire. They make sure members of the house follow the rules. In Canada under the parliamentary system the legislative and executive branches exist as one body.
