I don't get it, if only the degree of the ascendant matters in each house, then no notable aspects are really going to happen to any house except the one or two planets close to the degree.
I think it just means planets conjunct the asc of the house give much weight to that house in how it is effected instead of any planet in the entire house or other conjunctions. Remember that ALL of it is part of the bigger picture and every pieces of the puzzle is still important and will have an effect, big or small. But like the highest degree planet in your chart has much weight, the planets closest to asc degree of each house are also. Any planet also 29° from water to fire is very heavily weighed as it is considered transformational. There are many things to look at.
