The best explanation I can come up with as to why we cant find any lists with 3x CED and BLS in them, is that at the time barely anyone had 3 of them. Not many bought entire displays and even then they were both difficult to pull. Until IOC was more established like you said

I remember a story (iirc, it was the The Gate Expectations podcast) that Dale Bellido told about a tourney (maybe it was even an SJC) where he and his brother shared the cards they had together. And he used 3 CEDs and 1 BLS, whereas Lazaro used 3 BLS and 1 CED. This would implicate that at some point, IOC cards were unlimited for a very short run. But I might be wrong.
