The banks were in trouble and the state had to decide to either bail them out, at the cost of the citizens, or let them fail, which would negatively impact the people who had ties to the bank. He hid the fact that he was one of the people with ties to the bank, while being part of the decision to save them or not. This meant rather than acting in a way to benefit the people of his country, he was most likely acting in a way to best suit himself, so that he didn't loose his money.

I would also like to add this this that a few people, who are incredibly high profile often use these for completely legitimate reasons, such as hiding their identity to Joe Public. This way they can actually own a company without being harassed by the public and it also avoids the blackmail and kidnap of high profile individuals when less reputable people find out just what they own. I know that some of these people do pay their taxes and are eligible for FATCA and CRS. I won't deny that the majority of people do it to hide taxes, but don't just skip over the legitimate and understandable reasons too. Another case of an uninformed member of the public.
