It's just that it's a moral horseshoe. Only those who are moral and has good intention will get good lucks from it. But as this thief has bad intention and immoral, so it gave him bad lucks.

That karma horseshoe just got Big Nose on crime. So now Pink Panther is lucky with that horseshoe. And I didn't know that horseshoes make people lucky at the same time.
Oh? I always thought that the horse thing acted depending on their karma to even it, have good karma and it will repay in good luck, have a negative karma value and it will repay in bad luck, like a circle, virtuous or vicious depending on your direction :) But I suppose it's roughly the same?
Correct, This is the name of the Horseshoe, the Horseshoe of Instant Karma, bestows Good Luck on the Good, and Punishes the Bad with Pure Bad Luck, However, the panther also had his Unlucky Moments, such as returning that Horseshoe to the bandit.
This gets off to a wild start, with a man about to rob the City Bank. Walking across the street, he spots a horseshoe and picks it up, thinking it will bring him good luck. Seconds later, he’s running for his life as a mob of policemen are chasing him, guns blazing. In the chases, he tosses the horseshoe away, which goes through a basement apartment open window and clunks the Pink Panther in the head. When the Panther sees the crook running back his way in the other direction, he follows to give him back his horseshoe! So, the “gags” in this cartoon is that every time the Panther returns the horseshoe to the bandit, bad things happen to the latter. This happens about a half dozen times, usually resulting in that poses of police racing after him and finding away. At the end is an ironic twist, typical of the Pink Panther cartoons. Overall, this is very entertaining and the drawings are some of the best I’ve seen in the PP cartoons. I especially liked the overhead “shots” by the director
