In essence, a world ending event called the Greymarch was coming, which was when Sheogorath would return to his true form, the daedric lord Jyggalag, Prince of Order. Sheogorath decided to use a mortal champion (hero of kvatch) to have the throne of madness held by "sheogorath" at the time of the greymarch. With an actual opposition wielding the power of a daedric lord, Jyggalag conceded defeat to the Hero of Kvatch, and pronounced him the new daedric god of madness. By Skyrim, he resembles the old shivering isles with the clothes and voice and beard instead of whatever race you were in oblivion. So this is essentially the daedric lord of madness being insane.

@Minstrel🎼 People are allowed to create what they want to with mods. Some of those with the talent are being hamstrung at work and not allowed to create 200k+ poly models and 4k+ textures. But they make bikini armors on their own time for their own enjoyment with a game mod. The waste of talent is not being allowed to fully use their talent at work and be seen in a stock game. What they make for themselves is not a waste, it is for them and only shared to you out of generosity. Anger over the waste of tallent should be directed at the publishers and game studio's, not mod authors.

The Hero of Kvatch conquered the realms of madness. It's still him... sort of... You can play the add-on with the legendary edition of Oblivion, if you play on console. They have a lot of really sexy mods for PC, though. Not all of them Heterosexual.
