It started with the “decency” crackdown by the FCC after Janet Jacksons tit fell out at the Super Bowl. The FCC already had Howard in the crosshairs for years and fined him millions over the years. Howard was red hot and the radio stations happily paid the fines. After Tittygate, Howards ratings started to hurt because radio stations were pulling him off the air, until he went to Sirius. It was an absolute witch hunt. Then Howard just got stale and became PC.
