A new approach known as Community Led Total Sanitation or CLTS, has the potential for water and sanitation interventions to aid achievement of some of the MDGs. India has had a water and sanitation programme since the time of independence. At one stage, the programme evolved into what is known as the Total Sanitation Campaign or TSC. Even so, a large part of India still needs to be freed from open defecation. And it requires the engagement of motivated grassroot workers who can trigger behaviour change. The innovative approach of CLTS is based on the total engagement of the district administration and the community. A participatory community based approach is inherent to CLTS.
